Problem: Docker image uses Python 2 #13

It should use Python 3 instead.

Base image python:3-alpine would work.

Hmm, the problem with using Python 3 for this image is that the rest of Archivematica currently uses Python 2, so it would be inconsistent, which is why I chose Python 2 in the first place.
