Enhancement - Provide SMA Web Box Inverter Manager

Work has started on an SMA WebBox Inverter Manager. This will allow SMA 
inverters managed by a WebBox to have their data stored in the PVBC database 
and optionally uploaded to pvoutput.

PVBC is downloading from the WebBox FTP server and storing the zipped XML files 
in a directory structure in the PVBC Default Directory.

It is parsing the XML files and storing the results in the PVBC Inverter and 
OutputHistory tables.

Some work remains to ensure energy calculations are correct.

A test version will probably be released within the next week.

Test version (1.6.0.1) is now available under "Deprecated" downloads.

If you would like to try PVBC with an SMA WebBox device, try this version and 
track outcomes via this "Issue".

There is a fault in 1.6.0.1 that requires "First Full day" to be NOT set. This 
will be fixed in the next release.
