Remove Weird Vehicle Locks #1

I'm split on leaving, say, artillery vehicles from friendly forces locked, but strange things like the UAZs the VIPs drive, disabled Hinds or the Shilkas at Russian AA outposts shouldn't be locked.

Can we investigate to see if Ace has a lockpick or something?

This brings up lockpicks so I'm guessing they're implemented.
