Safe-Sutil changes

Paket upgraded to 7.2.0
Fable upgraded to 3.7.18
Fable output is now collected into public folder, both for Client project and for Test project

Unfortunately I'm not able to verify right now, but if I remember correctly by default fable clean will only remove .fs.js files, so we might need to also update the clean target telling fable to clean .js files too.

I fixed clean target paths as well
