Web download/Web (code): TLS initialization failed #214

It seems that most (all?) SSL websites cannot be reached when using either the Web action or Web in code: an error TLS initialization failed is returned. Seems to occur only on Windows (10/11).

This is due to OpenSSL DLLs missing in the Windows installer.
