Add Friends/Followers Found tag and incorporate into queries for efficiency. #24

At any given time there are far fewer Users for whom friends and followers have been retrieved, add lables to these and incorporate this into queries for super fast queries.

Maybe "Populated" would be a good simple tag for either situation. But maybe I need both situations like "PopulatedFriends" and "PopulatedFollowers". Maybe "Hydrated" needs to be a tag.

Don't worry about this until the queries start getting slow.
