It is expected behaviour of the app, where the user can input a completely same person with only the email or Job ID being different. This is to handle the case where applicants are applying to more than 1 roles.\

Although they have different application ID, all the other fields are the same, even address. Thus most probably they are the same person but the user has inputted the ID wrongly. Perhaps a warning or error can be thrown to inform users that they might have added a duplicate , or typed a field wrongly.
