A multi-iteration attempt to restricting parameter space to those that describe EIR-dependent prevalence differences in Sugungum, Rafin Marke and Matsari, Garki, Nigeria from the Garki Project.

Run hm on one site, using those params as basis for next iter and using the other sites as the subsequent cuts to make on prevalence fits. can change the commission_malaria.py script to account for the change in addinput_EIR to be used for the new transmission context.
