add pyNastran to Python XY #328

I'm the owner of the pyNastran project.  I'm developing an interface into the 
widely used Nastran program to read/edit/write it's complicated files.  I was 
wondering if I could add the code to Python XY and what the requirements on 
that are?

Can you provide a few words on:
 * What is the target audience? 
 * How many users does this package has? 
 * How stable it is?
 * How difficult is it to build it for Windows?

target audience:  Users interfacing with a the complicated file format used by 
MSC.Nastran/FEMAP/NX-Nastran to do analysis of structural, thermal, modal, 
static/flutter aerodynamic models, etc.  There are a few users that follow the 
site from places like NASA, John Hopkins University, Boeing, Northrop Grumman, 
Airbus, and lots of places that I'm not sure about.

number of users:  It's growing, but I think there are about 20 at the moment.  
Maybe, we should reevaluate adding this package later.  What are your 
requirements on number of users?

stability:  In terms of the code working, it is very stable.  In terms of the 
software evolving over time, it is still somewhat in a state of flux.

building:  It is pure python, so no building required.  The software *should* 
be compatible with Linux, but I haven't tested it.

The purpose of the questions is informational mostly. At the least, we can flag 
this as an additional package.

We do need to come up with a system for voting on packages ...
