Upload configuration files for Heroku #66

The deployed codebase and GitHub codebase has gotten way out of sync. Add files for heroku, gunicorn, etc., as well as instructions for deployment.

Files are located on the linux development machine

Files were located on Heroku servers at the heroku git remote repository.

So long as heroku and master are kept up to date this won't be an issue
