This tool simply makes HTTP requests, nothing more, nothing less. There is no way that the author can guarantee that someone will not spam your URL with HTTP requests, but this has nothing to do with hacking at all. For that matter one can write simple bash (or actually whatever script/program) that makes HTTP requests. I really cannot understand how sending HTTP requests has something to do with "hacking". And for reference, one can read the docs or check the source code :)
