Also, for some files, I have used _BLANK_INSTRUCTION as the instruction, because an instruction wasn't natural from the previous state of the code. In some cases, the fields are merged (as with the CA Bar Exam Questions), but other cases are simpler to resolve. For instance, we would just need to add an instruction like "Answer this question about blah blah." Hopefully these cases are easy to grep for, because of _BLANK_INSTRUCTION
