Allow midi arp passthrough

This PR adds the following functionality and fixes to the MIDI arp

Allows passing through note data unimpeded (this also hides the note UI). Intended for people who only want to program CC and mod wheel values.
Allow up to 8 CC rows.
Fixed bug that prevented block selection of the last row.
Fixed bug that prevented last touched parameter from being shown for CC parameters.
