So what does catsbhop.exe do? I am concerned cause if this is sort of cheats that are not allowed on TF2 and causes VAC ban...

This program basically came from a forums hacks that I obtained 8 years ago, which basically allows you to bhop on any server, virustotal.com identifies a trojan there so that's my mistake. However, it only takes action if you execute it, not that VAC can't detect cuz it's just a macro type of thing.
