Update manifest to handle VS 2017 #2

Not sure if this is sufficient, but we tested it locally and it allowed us to install (and run it) successfully on VS 2017.

This extension targets Visual Studio 2017 but was not built with an up-to-date VSSDK. Please make sure to update your references and try uploading again. Note: you'll also need to add Prerequisites to your extension.vsixmanifest.

Could not upload it, checking it out.

Maybe it worked now, should be available here soon if so. I cargo culted it.
