Renamed mod folders to match repository's naming conventions. #131

"Chisel" -> "Chisel_2"
"Gany's_Surface" -> "Ganys_Surface"
"Harvestcraft" -> "Pams_Harvestcraft"
"Localized Weather & Stormfronts" -> "LocalizedWeather&_Stormfronts"

Reason for proposed changes... Localized Weather & Stormfronts wasn't using underscores instead of spaces. Harvestcraft is actually called Pam's Harvestcraft, and Chisel is actually called Chisel 2. We appear to also have an unofficial rule of omitting apostraphies.
