Including adaptation in the climate risk assessments is a difficult exercise, primarily due to a lack of scientific foundation. While waiting for a solid literature on cost-benefit analyses of adaptation measures (spontaneous adaptation can be indirectly considered in econometric estimations), the precautionary principle of doing as if proactive adaptation will not lower climate risks should prevail.
