Headings in commentaries #191

What steps will reproduce the problem?
1. Both Bibles and commentaries have chapter headings (e.g. John Chapter 3) 
which can be shown and hidden by the headings icon. 
2. The section headings in Bibles (e.g. ESV) and commentaries (e.g. MHC) behave 
differently:
- Bible section headings also hide/show with the heading icon, dictionary ones 
not.
- Bible section headings are shown in the Bible naviator under certain 
conditions, dictionary ones never.

What is the expected output? What do you see instead?
It Would be great, if dictionary section headings would behave like the Bible 
ones.

What version of the product are you using? On what operating system?
xs 3.4/Linux/Firefox.

The behaviour of headings is determined primarily by the module maker and the 
type of headings which are used in the module.
