Lug'atEA: ReferenceBible=UZVL? #193

What steps will reproduce the problem?
1. Working on how to describe how Bibles are linked to resources (see Issue 45) 
I came across the following:
- I installed UzbekINJ_Latin-3.0.xsm
- This adds Lug'atEA as resource and O'ZINJ as Bible. 
- Checking in Lug'atEA menu:Help/About: ReferenceBible=UZVL   

What is the expected output? What do you see instead?
?-> Should the ReferenceBible=O'ZINJ?:
- Checking in Lug'atEA/AMOR XALQI: ... “Ibtido” 15:16, shows Genesis 15:16 
in ESV and not in O'ZINJ (O'ZINJ contains Gen) 

What version of the product are you using? On what operating system?
xs 3.4 LInux/Firefox

Now installing Uzbek_Latin-3.0.xsm, gives in addition O'ZMK with the name 
[UZVL] but not additional dictionaries as resources.
Checking O'ZINJ has the name [UZIBTL]
so Lug'atEA does not link to UZIBTL, but to UZVL.

?-> Is it possible to define a resource-linking to 2 Bibles?
-> A language based linking (to Bibles in one language) would be helpful too.

Currently, the ReferenceBible param of a dictionary only points to a single 
Bible module.

The algorithm for selecting a reference translation uses more than just the 
ReferenceBible param. It also uses language and visible tabs to determine the 
default reference translation.

In xulsword 3.5+, any translation can be used for cross-references simply by 
using the new drop down selector in the upper right of cross-reference popup 
windows.
