osisxhtml_xs filter should better handle lone milestone end tags #236

It appears that usfm2osis.py may output milestone <l/> end tags without their 
complementing milestone start tag.

The osisxhtml_xs filter should test the line stack before outputing </div>

There may be other parallel cases that need fixing as well.

This was fixed in 3.12+
