Create new branch "thomas-procurement". #25

Right now, the only change in this branch is the inclusion of environment.yml and requirements.txt files, used to recreate the Python environment. Further work in this branch will develop the procurement stuff. Incorporating into main repo via pull request until I get my remote set up correctly—please bear with me, it's been a few years since I used git.

I think it would be wise to split the python stuff into a separate PR, that would be easier for me to review
