This PR does the following

  1. It introduces code to process campaign contribution data to the repo
  2. It uploads candidate-specific contribution csvs
  3. It adds code to process the campaign contributions
  4. It updates the differences in differences code to compute close-election differences in differences results
  5. It updates the differences in differences code to compute corruption-based did results
