should be one license file, choose which kind and file it in

MIT or Apache seem to make the most sense. If a GPL type license is used, with the copyleft requirements, non-GPL projects would be prevented from being able to build on this work.

I wonder if there are special rules since this is an official tech and nsf project?

We need to include some boost libraries for the dataframe project, so we will need to conform to that.
