Update tests for decode_utf8 changes

• Makes decode_utf8 default in tests
• Add a way to parametrize client options in tests
• Test exceptions with decode_utf8 both on and off

Test failures were expected, that's a remaining bug with deluge 2, python 3, and decode_utf8 on.
