Change grib code to make jj2000 optional #39

Users have the choice to use jj2000 dependency or not. Affects only ability to read grib files that are jpeg encoded.

Probably fork and fix jj2000.

Ive removed mavenLocal() from the build in PR #45 Seems to work fine.

I guess if Unidata is going to host, we may not bother with forking??

Still a good idea to make it an optional download in case someone is worried about the license. So need to access it through reflection.
