Combined PR Of Perf Improvements #26

  1. Improve performance.
  2. Allow for the vertical FOV to be configured.
  3. Target info cards now have the same vertical size and position..
  4. Change ADS-B target bugs so they point to the traffic being above or below.
  5. Fix issue around the perf rendering that caused a texture memory leak.
