Geocoder could be publicly redistributed

There is a need for a Geocoder which goes forward and back, caches, has pre-cache load capability. This would also be using the cache format I have for ADM* data.

Critically, there needs to be a separation of the network and UI machinery. Most of the offerings are Leaflet.Controls without separation. This is closest to separation: https://github.com/perliedman/leaflet-control-geocoder
