After some discussion with the community, it has been decided that a character should have a soft level limit. Once a character reaches level 100, they should be able to continue gaining XP and levelling up, however they shouldn't gain any more health or ability points. Furthermore, the modifier gained from the players level should be capped to 100 so that characters gain no more power from levelling up beyond level 100.
Acceptance Criteria:
Characters no longer gain HP or Ability Points on level ups past level 100
Characters level bonus in combat is capped to level 100
