Update Event Dictionaries Live

In order for Lakea to process new event details on the fly such as dynamically generated channel redeems, her event dictionaries need to be able to be updated at run time. As such, her websocket should be able to update her event dictionaries for Twitch, OBS and her own events at run time with new event items or removing existing ones.

This ticket is currently blocked by #248

Acceptance Criteria:

• Lakea's websocket has services for adding and removing new events
• Lakea can have new events added or removed for Twitch, OBS and herself at runtime
