HAxis and VAxis need to compute min/max correctly #7

The Axis components currently do not accurately display label values.

They need to somehow calculate proper min/max based on the intervals so the 
labels being 
displayed are in fact accurate.

Very old ticket. The axis classes support labels based on a provided scale.
