How does the opl build work?

I created me a docker container with all the packages listed in the README.

When I execute ./build_opk.sh I am getting

make: /opt/gcw0-toolchain/mipsel-gcw0-linux-uclibc/sysroot/usr/bin/sdl2-config: No such file or directory

which step am I missing?

You need the opendingux toolchain. If you're having trouble manually building, please follow the instructions on Russ's website.
