Relay output does not work with APM2.5 #585

Tested with 2.9.1b and 3.0.0rc2 ArduCopter code

A09 pin (Shutter/Relay) output does not behave as expected

What steps will reproduce the problem?
1. Relay test mode does not work
   a. under 2.9.1b, output A09 stays high at all times during relay test
   b. under 3.0.0rc2, output A09 stays low at all times during relay test
2. Camera shutter control does not work as expected
   a. under 2.9.1b, output never goes high even when configured as shutter=RELAY and CH7_CONTROL = AC_CAMERA_SHUTTER. Pin A09 stays low at all times
   b. under 3.0.0rc2, output A09 does go high when commanded through RC7, but then does not go low again until system is power cycled.

What version of the product are you using? On what operating system?
  Using Mission planner 1.2.50 and arducopter code 2.9.1b and 3.0.0rc2 both tested
