Incorrect status on Finalizable motion in Advanced Payment #3377

Steps to reproduce

Create a new Staged Payment action.
Go through the whole process until payments are being made.
Use Reputation decision method to make the payment.
Fully stake the payment.
Notice that the status of the motion while still waiting to be finalized.

Expected behaviour

Status of the motion should be "Finalizable" to indicate to the user that an action needs to be taken.

Actual behaviour

Status of a motion that is ready to be finalized is showing as "Passed".
