QA Dashboard: Remove hover & select on skeleton state #3654

Steps to reproduce

  1. Load the dashboard of a chosen colony
  2. During the skeleton state, hover and select a financial card.
  3. You can blindly select these cards during the skeleton state.

Expected behaviour

Skeleton content for all components should not be intractable, as the user can not see what they are hovering or selecting while the content is loading into the UI.

Actual behaviour

You can hover and select finance cards on the dashboard.
