[Actions - QA] Removed token row resets on decision method change in Manage Tokens action

The similar issue happens if add a new token and don't add title, submit the form, add title and submit the form

Steps to reproduce

1. Go to the Manage Tokens action panel.
2. Remove a token from the list (observe the "Removed" status applied).
3. Change the Decision Method dropdown selection.
4. Observe the previously removed token row.

Expected behaviour

• The "Removed" status should persist even if the Decision Method selection is changed.

Actual behaviour

• Removed token row resets on decision method change in Manage Tokens action.
