[Payments] Input field hover text does not change to blue as expected #3740

Steps to reproduce

Open the Payment form.
Locate the Amount field or any other input field.
Hover over the placeholder text (e.g., "Enter amount").
Observe that the text does not change to blue.

Expected behaviour

The text in the input field should change to blue 400 when hovered over, as per the design guidelines.

Actual behaviour

The text remains in its default color (e.g., gray 900) and does not visually indicate hover interaction.
