Not able to create a motion in a team with reputation

Steps to reproduce

1. Ensure you have the governance extension installed.
2. Create a team without reputation in it but send some funds to it.
3. Try to create a Motion to pay funds to a member from the team.
4. You won't be able due to no reputation, so change the create motion option to the root domain where there is reputation.
5. You will continue to get the no reputation error.

Expected behaviour

• You should be able to create a motion in a parent domain with reputation for a payment in a sub team.

Actual behaviour

• You are not able to create a motion in a parent team with reputation.
