People get to verify each other at local events and exchange QR codes for community building points.

Only residents and citizens Ensure physical proximity on phone <== hmm this seems to be a hard problem

How do we prove two people or two accounts, for abstraction, are in physical proximity?

GPS / IP on phone - can be faked but maybe a good starting point

Only allow 1 / month so it's not very attractive as a hacking target

Penalties for hacking it

Do some data transfer per bluetooth or visual and count on latency?

==> Do research on proof of physical presence

IDK how to do an unhackable physical presence check that preserves location privacy
