opj_decompress fails to decompress any files

infile_format gets passed relative file name, and so fopen fails.

Here are my command line parameters:

-ImgDir C:\temp -OutFor BMP

So, this issue may have been missed by the test suite since I am guessing that 
the tests decompress single files, and this command decompresses all files in a 
directory.
