Move mlg.filter function to its own man page #4

The number of features for mlg.filter are many and clutter the man page for mlg. Moving this function to its own man page would allow for easier navigation.

Resolved in commit 768ac4e37be7d3e0132961013eb2a211f04a7f75

I would like to go back in and make documentation cleaner, both in the code and the man pages. Perhaps even pulling the implementation of mlg.filter and mlg.stats into another file to further organize the code.
