Assume fully kinetic dipole

Adding an option to assume the dipole is fully kinetic will help with combining catalogues with different dipole expectations. This would require adding:

Spectral index (user defined, ensemble value)
Flux density distribution index, either through fitting or given value (up to user)
Changing dipole amplitude fitting parameter to velocity (beta) or ratio to CMB dipole amplitude
