Keywords/tags/labels for bookmarks

Let user enter custom tags/keywords for bookmarks, so that they always appear 
first in Address Box results when being typed.

But, unlike normal "%<query>%" searching, only use "<query>%" so that user has 
to type the start of the keyword for it to match - mid-keyword searching won't 
work.

Chrome has not implemented tags yet. Currently it's just an assigned task.
