Global sync offset screen

A screen where you hear a simple beat and have a simple dance pattern (10 whole 
beat down arrows or so) should be implemented. The screen will try to sync 
user's input to the music by playing with the global offset value which by 
default is zero.

This needs to be done as sync seems to be different on different devices. 
That's caused by different speed of processing and starting music playback. 
Unfortunately we can't really control this stuff so a sync options is required 
to workaround.

started doing this now. already taken sync screen music and steps from sm5, 
converted to mp3 from ogg and synced in stepmania.
