Dynamic email link for surge alert Slack message #114

I have a question regarding the posting of the surge alerts on the SIMS Slack. Great to see that happening. However, when it is a regional alert, there is also sometimes a different mail address to contact for more info. I see in Slack there is always the global surge address (surge@ifrc.org). Where, in the case of the Armenia alert, this should have been the regional address (surge.europe@ifrc.org). See also the original alert below.

@toffehoff this has been updated. each regional address will now appear when a new regional alert is sent to the availability channel.
