I think a first step towards #13, building out text citation data, is to resolve texts to external identifiers. The trouble is that there's no one master bibliographic identifier service, but a ton of them:

Wikidata / Wikicite
Semantic Scholar
Google Scholar (doesn't have an API, but ones have been reverse-engineered)
Open Library (for books)
Arχiv
Scopus

This would also be a useful first step towards #14.
