Foreign characters/Stylesheet #85

The foreign characters that we put in using entitites are not showing up on the screen, just skips the character. See http://sangerpapers.org/sanger/app/documents/show.php?sangerDoc=229941.xml for Helene Stöcker shows up as Helene Stcker; same on the dropdowns for the search.

I was able to fix part of this issue by replacing the HTML entity ö with ö--the character now displays correctly on the page. In the search, however, it still shows up as garbage characters. I'll have to look into this further. Apparently upgrading the database and its tables to UTF-8 wasn't enough, so it's probably something in the code.
