You can add php files just like any other file. I'd recommend:
I don't see any attached files (and I don't think you can attach files to GH issues), but you can add or change files as per above.

The new pull requests don't seem to be working for php new files and changes. What now?

- Pull in all new changes to your local copy first, so that your local copy of this repository is up-to-date. You can do this by pressing the 'sync' button in GitHub for Windows.
- Make whatever changes you want to the folder. Add files as necessary, or make changes to files as necessary.
- Commit these changes and describe the change, i.e. "add new project description PHP file" or "fix project description text."
- Push the new changes to GitHub. You can usually do this by pressing the 'sync' button again.
- If the server hasn't already automatically synced, you can pull in the recent changes on the server as usual.

How do I send you php files like the one attached. Is the the correct form? And if I do it as a commit, what file is it sent from. Can't be "sanger-queued" --isn't that just for the documents?
