new Labs #132

redo labs so that they are all in one cluster, and can toggle each reactor to a booster individual as needed. (Ex: if a boosted upgrader is being made, one reactor becomes a booster, if we are making a breaker team and a quad, 5 reactors will become boosters)

when building, first two labs will be reactors, so that must be taken into account when making room plan
