Summary of changes

replaced moving average spawn utilization tracker with a precise calculation based on creeps spawned in the past ~1 lifetime
- this significantly improves the confidence of spawn utilization, so the necessary buffer is reduced
customized miner bodies to different types of rooms (SK, unreserved, owner/reserved)
improved runner controller delivery behavior
