Don't want to trivialize science/career mode!

    historically, was this a separate mod?
    maybe implement it by default, and have a difficulty option to disable it?

I had been pretty sure that this existed in some previous version of tweakscale, but now I can't find any evidence that it ever existed. There is a similar feature in ProceduralParts, which might be what I was thinking of.

I still think that this is important if TweakScale is going to be something that most people would want to have in career/science mode, but definitely more of a polish-level item.
